Fesco Bill Taxes and Charges Explained

Ever looked at your bill and wondered why the total is more than just units times rate? Here's what's actually added in there, explained simply.

FPA (Fuel Price Adjustment) — This is the cost of the fuel, like crude oil, that power companies use to generate electricity. Since fuel prices go up and down, this charge changes almost every month instead of staying fixed.

Fixed Charges — A set amount charged just for having the connection, based on your usage category and the maximum power your connection allows. This is added no matter how many units you actually use.

Energy Charges — This is the main part of your bill, based simply on the number of units of electricity you consumed during the month.

Taxes (GST) — General Sales Tax is added on top of your bill and makes up about 17% of your total amount. So, for example, on a bill of Rs. 2000, around Rs. 340 of that would be GST.

Electricity Duty — A tax paid to the Government of Pakistan, usually around 1.5% of the cost of the units you consumed.

FESCO Surcharges — A few more charges also show up on your bill under this heading:

• T.R. Surcharge (Tariff Rationalization): Covers the tariff gap managed by NEPRA and the Government of Pakistan, so that electricity rates stay balanced across the country. This rate is different for each electricity company.
• F.C. Surcharge (Financing Cost): Helps repay loans taken by power companies, charged to all consumers at a rate of about Rs. 0.43 per unit. So if you use 100 units, roughly Rs. 43 gets added under this charge.
• T.V. Fee: A fixed charge of about Rs. 35 added to every bill to help fund Pakistan Television (PTV), whether or not you actually own a TV.
• Quarterly Tariff Adjustment (QTA): A charge applied once every three months to reflect any change in cost or rate set by the government or the power company.

If you have a TOU or TOD meter, your electricity is billed differently depending on the time you use it. 2. Bring your CNIC and a copy of your current bill.
3. Explain the issue and submit a correction request form.
4. Ask for a complaint or reference number so you can follow up if needed.

Correction requests are usually handled at the sub-division level, so going there directly is often faster than calling the head office.

Privatisation EOI deadline extended to August 2026 The Privatisation Commission has pushed back the deadline for investors to submit their Expressions of Interest for FESCO's privatisation, now due by August 7, 2026, giving companies more time for evaluation before the government moves ahead with its DISCO privatisation plan.
